Essex strategies and plans
We work with partners across the wider region of Essex to develop strategies and plans.
South Essex Framework
The South Essex Framework is being prepared in partnership by Basildon Borough Council, Brentwood Borough Council, Castle Point Borough Council, Rochford District Council, Southend-on-Sea Borough Council and Thurrock Council, working together with Essex County Council.
The partnership of all 7 councils is called South Essex Councils (SEC). It was formerly known as the Association of South Essex Local Authorities (ASELA).
The framework will set out overall guidance for development across the whole area which will help achieve synergy and consistency across each individual authorities’ Local Plans.

Essex Local Nature Recovery Strategy
The Essex Local Nature Recovery Strategy (LNRS) is a strategy that will set priorities and proposals for actions to help nature's recovery.
The strategy is required by law and will be part of the national GOV.UK: Nature Recovery Network. Essex County Council is the 'responsible authority' for the strategy, which includes Thurrock and Southend-on-Sea. We are working closely with Essex County Council on the LNRS.
The Essex LNRS will:
- map important areas for biodiversity
- map areas where nature recovery action has taken place
- describe the strategy area, its biodiversity and opportunities for nature recovery
- agree biodiversity priorities and what can be done to achieve them
- map areas that could be of greater importance in future
A public consultation on the draft Essex Local Nature Recovery Strategy is expected in early 2024. Further details will be published here when confirmed.
