Council tax valuation bands
Council tax valuations are based on the value of domestic properties on 1 April 1991. The value is the price the property would have sold for on the open market.
Your property band is shown on your council tax bill.

All properties are banded on the same basis, including properties bought under discount schemes such as Right to Buy.
Discounts applied to these properties are not taken into account when deciding their band.

Who decides the band for a property
The Valuation Office Agency (VOA) assesses properties to make sure they are in the right council tax band – Thurrock Council cannot change your valuation band.
The VOA is a UK government body. It is an executive agency of HM Revenue and Customs. They automatically assess properties that:
- have been made bigger or smaller
- are newly built
The VOA also assesses properties when asked to do so, such as during a council tax challenge or band review.
