Decarbonisation and fire safety remediation costs for Council housing stock

- Your estimate of the total cost of decarbonising your housing stock to meet net zero targets.
The Council delivers works across the housing portfolio year on year to upgrade building fabric to maintain the asset but also to deliver improvement related to sustainability and decarbonisation. The Council does not have a defined cost estimate for full stock decarbonisation at this stage, however it is planned to have a sustainability study completed of the housing asset by April 2025.

The planned expenditure for a decarbonisation project in the 24/25 & 25/26 Fy’s is circa £11.5m and this is to be partly funded by the Social Housing Decarbonisation wave 2.2. Future funding allocation for such projects will be dependent on other priorities within the asset.

The above mentioned project is subject to a tender exercise and therefore no such breakdown can be provided.
The Council can advise a previous decarbonisation project delivered in 2022/23 to install ground source heat pumps in 272 flats along with injecting cavity wall insulation into three tower blocks had a total cost of £6,780,699.00. this sum is inclusive of all works and professional services costs related to delivering the works.

There is no singular defined costs for the information sought, fire safety and remediation is multifaceted and is a combination of works and operational services required to comply to the applicable regulations including the Building Safety Act. Therefore, It is not possible to give a “total estimate” that is sought.

For the 24/25fy the minimum budget allocation for “Fire Safety” works is £1,494,929.00 this sum is subject to fluctuation dependant on in year work / service demand.
