Adult Social Care services
I have the following enquiries regarding the Council's Adult Social Care services, please.
1. Does the Council have an home care / reablement service?
If the Council does have a home care / reablement service, I have the following questions (2-6).
2. How many care workers are employed by the Council?
3. Does the Council use an electronic workforce management system including, rotas, recording contact time, electronic medication management etc?
4. What is the name of the organisation that supplies the electronic system, the annual licence cost and the existing contract end date?
5. Are there plans for the Council to go to market to replace the existing system? Will there be a procurement exercise? How can potential suppliers be involved?
6. Who is the responsible officer for the Councils home care / reablement service?
7. Regarding commissioned home care services / packages funded by the Council. How many people have a home care package funded by the Council for the latest period?
8. Does the Council have an electronic system to manage the outcomes and contact times for those people in receipt of care services? This is some times known as ‘care monitoring’ or ‘electronic call monitoring’?
9. If the Council does have a system, who is the supplier, when does their contract end and what is the annual licence cost?
10. If the Council does use a system, when will the contract be retendered and how can suppliers be involved?
11. Who is the responsible officer for the commissioning of home care services?
12. What is the Councils annual budget for home care services?
13. Does the Council use a system to broker packages of care? If so, what is the name of the supplier, what is the contract end date, what is the annual licence cost to the Council?
1. Yes, the Council has an in-house reablement service however reablement cases are also commissioned externally.

Unfortunately we are unable to provide in full the information you have requested. We do hold the information but an absolute exemption applies. Personal Information (Section 40,2)
Personal data of any other person (third party data) is exempt under section 40(2) if disclosure would breach one of the data protection principles. This aspect of Section 40 is an Absolute Exemption and is therefore not subject to the Public Interest Test.
The names of officers working for the Council is personal data specific to them. It is therefore subject to the provisions of the Data Protection Act. Information can be withheld if its disclosure would be likely to breach one or more of the Principles of the Data Protection Act. There is no prior expectation on the part of team Managers (or other officers working below the level of Director) that their names and job titles / positions would be published into the wider public domain under FOI. A disclosure made under FOI constitutes a publication to the world at large. We believe that to disclose this would be likely to breach the first Principle of the Data Protection Act by unfairly contravening their right to privacy and confidentiality in the work place.
However, in the interests of transparency we are able to share details relating to senior officers (Director level and above). For these officers, there is already a greater expectation of openness about their role given their level of accountability for service provision and budgetary decision making.
