Fixed Penalty Notices
We may issue you a Fixed Penalty Notice (FPN) – a type of fine – if you breach the restrictions of a public space protection order (PSPO).
Payment of the fine is a way for you to agree that an offence was committed without the need for us to take any further action against you. The alternative is a court case, which could recover the amount of the fine plus the costs of the case, making the matter more time-consuming and expensive for you.
You cannot appeal against a FPN – any appeal would be part of a court action – but you can make a representation to us, explaining why you don’t agree that you committed the offence.

When we receive your representation, we will send you letters to:
- acknowledge that we’ve received it
- tell you the outcome once a decision has been made
If we agree with your representation:
- you will not need to pay the fine
- we will take no further action
- you will receive no further letters about it from us
If we don’t agree with your representation you must pay the outstanding penalty amount within 7 days of the date of the letter.
